User files lost when rebooting an Ubuntu 18.04 system installed on a USB stick

I have installed and re-installed Ubuntu 18.04 on a USB stick. I run a desktop with Windows 10 which is the default. To start Ubuntu I have to select the USB partition during boot up.
In Ubuntu, I lose all files I create or download upon re-boot.
I have gone thru searches looking for a solution, but so far no luck. The only suggestion which seemed to pop up was re-installing which has made no difference.

How did you install 18.04 to the USB stick? If it is just a LiveCD image it won't have persistence by default so things keep 'going away' because of that.
