Lost launcher on main user sign-in on two machines/versions on consecutive days

Please excuse lack of tech info but behaviour was identical on 14.10 one day and 16.04 the next. Could sign in as guest and launcher appeared, but as user/admin the screen saver page would not give me launcher (and I keep a "naked" desktop). Failed downloads could not free space on HD. Restored first machine (2005 Compaq AMD64) with 32 bit 12.04 disc>upgrade to 14.04. Second machine Dell mini could not run program on same CD from portable drive, I then discovered Gnome Flashback desktop on sign-in page...had no idea but am running desktop, not launcher. I know this does not meet guidelines for a solution but surely has a consistent failure mode!
