2nd monitor with VGA-DVI adaptor recognised but no signal detected

I am using Ubuntu 18.04. Graphics: AMD Rv710.
The first monitor connected via HDMI works fine, however, the second monitor connected via VGA-DVI does not.
Screenshot below shows that the second monitor is connected:
Monitor is detected
I have tried changing the input type (only 2 options are given; VGA and D-Sub, neither of which work).
When the cable is unplugged the monitor says cable unplugged however it states no signal detected when it is plugged back in.
Are there any other tests that I can do to try and solve the problem?

Edit: I can also move my mouse over to the other side as if the display should be working.

1. Are you sure that your DVI output has DVI-A? Some cards has DVI-D only so you can't use a converter. 2. If yes, how do you connect them? If you use DVI cable and a DVI to VGA dumb converter, then it won't work, because DVI cable has no DVI-A pins.

@AlvinLiang please see edited post for the picture of the adaptor. It is a VGA cable but plugged into the DVI adaptor which is plugged into the PC
