script for routing table in ubuntu for two static ips

We have 2 internet connections from BSNL with static ip
and 2 internet connections from Railtel with static ip.
These four internet connections are given to four different
systems which act as gateways for the client systems.
Each gateway system is connected to at least 5 client systems.
4 gateways + 5 clients systems each.
It is slightly difficult for us to control four different gateways.
We would like to have a single gateway system with four network connections instead of four gateways
or
At least two gateway systems with two network connections each.
Is it possible to configure one gateway instead of four using iptables?
if yes, kindly advise which is the correct way to configure.
or
Is it better to have four gateways instead of one?
