RTL8188EE WIFI issues on Ubuntu 16.04.5 LTS xenial, on original Windows HP desktop(was wiped)

Wiped a Windows HP desktop and installed Ubuntu 16.04,
Have experienced drops in wifi service and slowed download speeds.
The wifi slows down or drops whenever it seems to be gaining increased download speeds.
Network settings are declaring that wifi is "out of range".
Rebooting gets wifi up and working most of the time.
RTL8188EE is the Wireless Network Adapter.
driverversion=4.15.0-45-generic
wireless=IEEE 802.11
width: 64 bits
capabilities: bus_master cap_list ethernet physical wireless
Ethernet interface
