textRecognizer.isOperational() returns true on emulator and false on actual device

I am using Text Recognization API for android and I am stucked in a problem. The textRecognizer is working well on emulator but when I check it in the actual device, it is giving showing error at :



   textRecognizer.isOperational()


which returns false in actual device while it returns true on emulator. Any solution regarding this issue?



textRecognizer = new TextRecognizer.Builder(this).build();



    //checking if textRecognizer is operational
if (!textRecognizer.isOperational()) {
Toast.makeText(this, "Dependency not available", Toast.LENGTH_SHORT).show();


IntentFilter lowstorageFilter = new IntentFilter(Intent.ACTION_DEVICE_STORAGE_LOW);
boolean hasLowStorage = registerReceiver(null, lowstorageFilter) != null;

if (hasLowStorage) {
Toast.makeText(this, "VERY LOW STORAGE", Toast.LENGTH_LONG).show();
}
