Is there free material for optimal design or do I need to buy books?

Is there free material for optimal design or do I need to buy books?
While one may appreciate the effort of science writers, I believe this stuff should be public domain, since it's science. So can I find it elsewhere?
The books that I most easily found by searching included:
http://principlesofoptimaldesign.org
Optimal design:
The science of discovering optimal designs using mathematical optimization techniques.

What is "optimal design" in mathematics? What books would you like to replace with free resources? Please edit the question to clarify. As is it will probably be closed as not mathematics or too vague.
