Google Analytics - compare before and after event

0

I want to compare behavior of a population of users in the time period before and after an event. There are several challenges to doing this:

Segments defined to include users who perform an action must then be evaluated on a time range that includes the time period when the action occurs, otherwise no users are found to match the segment. Would benefit me to be able to say "Show me stats for week one for users who triggered this event in week two." Being able to define a fixed bucket of users rather than segments would be beneficial here.

The second and bigger challenge is that users trigger this event at different times. I want to compare user behavior 10 days before the event to the 10 days after. These 10 day periods will be different for different users based on when they completed the action.

Any idea how to do this in the GUI or over the API?
