USB voltage/current change while preserving data

I need to measure the power draw of peripheral using a power meter. The issue is that the USB data transfer ceases when the ground and positive wires are spliced with the power meter and disconnected from the host machine.

Is there any method of measuring a peripheral's power draw, in real-time, via a USB port? Can the USB power cables be connected to a power meter while the data cables stay as is?
