set tensor values for SavedModel

I want to use the tensorflow SavedModel api to save a model that can be generically deployed later. But my model uses dropout, which i want to disable when actually predicting with the model. The variable is named keep_probability (i want to set it to 1 when predicting). It doesn't seem possible with tensorflow saved_model.simple_save and I don't understand how to provide them with https://www.tensorflow.org/api_docs/python/tf/saved_model/builder.



What I would like to do (to clarify my question):

export_dir,
inputs={"x": x},
static={keep_probability: 1},
outputs={"z": z})
