.Net core ODataQueryOptions creates wrong Entity Framework queries

When I call ApplyTo method with AllowedQueryOptions.All the query executed does not have any top/orderby cluases. If I remove AllowedQueryOptions parameter query executes much more efficient db query. Unfortunately, I have to use AllowedQueryOptions for top and skip to work properly. Any ideas to resolve this issue.



With AllowedQueryOptions.All



 var settings = new ODataQuerySettings();
IQueryable<Asset> events = options.ApplyTo(data, settings, AllowedQueryOptions.All) as IQueryable<Asset>;

SELECT [a].[Id], [a].[Name],[a].[UniqueCode]
FROM [Asset] AS [a]
WHERE [a].[AssetId] = @__id_0


Without AllowedQueryOptions.All



var settings = new ODataQuerySettings();
IQueryable<Asset> events = options.ApplyTo(data, settings) as IQueryable<Asset>;

SELECT TOP(@__TypedProperty_1) [a].[Id], [a].[Name],[a].[UniqueCode]
FROM [Asset] AS [a]
WHERE [a].[AssetId] = @__id_0
