changing atime and mtime will change ctime as atime and mtime
Whenever I change the access time and modification time to the current system time like this:
touch -a filename
or
touch -m filename
it also changes the change time...
Saw from 'stat' command
I just want to know why this happening?

should not be changing the modification time. If you can duplicate unexpected behavior on another system or in a LiveUSB's 'Try Ubuntu' environment, then please file a bug report with sufficient detail for a bug triager to duplicate the problem on their test system.
