Ip link always redirected to localhost

Whenever I try To paste 127.1.1.7 i always redirected to localhost, but i can access throws domain lhostcms.ru, why this happens?
On ip 192.168.0.100 i receive, site unavailable, whats wrong with my ubuntu, how can i fix this



/etc/hosts
