Does anybody know where to configure Cortex-M4 ARM_ICODE_WAITS_RD and ARM_DCODE_WAITS_RD?

This site mentioned about adjusting ARM_ICODE_WAITS_RD and ARM_DCODE_WAITS_RD. But there is no reference about these settings. Does anybody know where to find more information?
