Applications do not focus as expected or at all

If I open Chrome and then do a CTRLALTT to open a terminal, and I start typing in the terminal, I can no longer click out of the terminal to the Chrome page. No matter where I click or how many times I click ALTTAB, it won't work until I hit ALTF4 from the terminal.
That isn't the only way I can get it to happen, but it's the most consistent way of reproducing it.
I cannot click in pop up windows at all. Ones such as the "Are you sure you want to remove this software" popup in the ubuntu software application.
An easier way to reproduce the problem:
- Boot
- Login
- Click Chromium in favorites.
- Cannot click in chromium window.
In the above case, if I ALTTAB, it lets me click in the window. Or if I click on the titlebar (the one that says "New Tab - Chromium"), I can then also click in the window.
This is really annoying me and I can't figure it out for the life of me. I've tried editing all the raise window things and mouse settings, just about everything you can think of. I also tried compiz --replace
and unity --replace
which do nothing.
I am using Ubuntu 18.04.1 LTS, it's basically just been installed other than a few aesthetic changes and all that I've done to try and fix this stupid problem.
Please help me, I don't want to have to go back to windows :(

Are you using the default terminal (Gnome Terminal) or something else? What version of Ubuntu are you using?

Restarting is the first thing I did. It's the default terminal.

Sure you are running Unity and Compiz? Fresh instalation of Ubuntu 18.04 will give you Gnome Shell.
