Server: Windows Server 2016 x64
PostgreSQL: PostgreSQL 11
PostGis: 2.5.0 x64
Installation of PostGis via Application Stack Builder works, but when I try to add the postgis extension, I receive the following error:
ERROR: could not load library "C:/Program Files/PostgreSQL/11/lib/postgis-2.5.dll": The specified module could not be found.
The file does exist.

Not sure why the UI wouldn't work, but manually running the command from a query worked.
