Missing taskbar after lightdm restart, fixed by another restart of lightdm

Recently I have been getting the Lagging box around mouse cursor on Ubuntu and the only solution to this is restarting lightdm.



However when I restart lightdm I am missing my taskbar. Another restart of lightdm though will fix this issue and everything returns to normal without the lag issue.



So of course, my question is, why does the second restart solve the issue. How can I fix this with the first restart?
