Curl permission denied when accessing IPv6 (AppArmor?)

I'm using Ubuntu 18.04 (server edition) and trying to access a port with curl in IPv6



 curl -k -v http://[2a02:810d...<snip>]:32400
* Rebuilt URL to: http://[2a02:810d...<snip>]:32400/
* Trying 2a02:810d...<snip>...
* TCP_NODELAY set
* connect to 2a02:810d...<snip> port 32400 failed: Permission denied
* Failed to connect to 2a02:810d...<snip> port 32400: Permission denied
* Closing connection 0


on the other hand, using



curl -6 google.de


works flawlessly. I've scanned syslog, but found nothing related. I switched off UFW, still doesn't work.
Any ideas?
