Lubuntu 18.04 Usb devices only work if they are connected at startup

Lubuntu recently updated itself to 18.04 from 17.10. After this all my USB devices stopped working intermittently. I formated the system and installed bodhi linux 4.5 and the usb devices were working correctly. I then fresh installed Lubuntu 18.10 and the usb problem came back. Now all my usb devices only work if they are connected to the system at start up. If i remove and plug back in, they stop working. They get power but the system does not recognize them.
My system is an Alienware M17x.
