Ubuntu 18.10 Nvidia GT 610 visual artifacts

I formatted a working Ubuntu 17.x machine and installed Ubuntu 18.10.
Installed all upgrades and added ppa:graphics-drivers/ppa.
Installed the latest tested Nvidia graphics driver under Software & Drivers. On reboot I got a screen with white lines and then freezes on blurred text.

I managed to remove it using sudo apt purge nvidia*.
I then downloaded the binary driver for that card (390.87) from the Nvidia website and installed it with same. Now I cannot seem to remove that driver, and I might have to format again.
