Obtain current pulseaudio volume per application

I want to retrieve an applications actual currently audible volume, ideally using some Terminal command. To clarify, I don't need the volume settings (which i can easily see in pactl list sink-inputs).

Is there such a command, and if not, how do applications like pavucontrol do it?
