How can I activate all Bluetooth serial ports (SPP) in a device in Windows command line?

I have a device which has three SPP ports.
When I pair with the device by btpair command (http://bluetoothinstaller.com/bluetooth-command-line-tools/), it doesn't enable the three ports.
Then I run btcom command to activate the SPP ports, but it only enables only one port.
I am not stuck to use btcom. I will use any way if I can activate all the SPP ports or if I can pinpoint a specific port to enable.
Definitely I can do this in GUI, but I want to do this in command line or through Python script.
EDIT1:
I found this from my registry. It shows "C00000001" is "Enabled". I can change "Enabled" in other field but it isn't applied to enable SPP ports. Is there any way to apply the change?:
