How to get Fletcher-Munson/loudness curves for volume control

Right now my volume controls do what they were designed to do. However, since the human ears become less sensitive to low frequencies at lower volumes compared to mid/high frequencies, music sounds duller when I turn the volume down.



This could be solved by using pulseeffects's equalizer, however if I did, I would run into the opposite problem when I turned the volume back up!



This phenomenon which some people call 'loudness' does have its own plugin in pulseeffects, however I'd like to see if I could incorporate this loudness into the volume control settings as well. What's the simplest way for me to achieve this?
