Google Places API : Find place “IPBIAS” parameter

I am currently using google places api and suddenly came across "IPBIAS" parameter when using find place request. I just want to know what this parameter does, google only said that "IP bias: Instructs the API to use IP address biasing" without explaining it any further nor give any example. My thought for this is that it searches places based on the location of the caller of the request, if this is true, then how many radius?
