Java, Oracle : How to do a wildcard search of a oracle table which has huge records ( size around 1 TB)

I am seeking your advice to the below problem at my workplace.



We've got a requirement for a REST microservice which gets a filter text as a query parameter, and do the search on Oracle table with given text (should supports also wildcard search) and return the filtered rows.



Oracle table size = 1TB (huge records, monthly partitioned)
Column Name:DESC- which is 255 length, not indexed.



How do we design our REST microservice here?



We're open to any good suggestion - search should happen within 1 sec.
