Parcel a package bundler you no need to combine it to django. Just create django app and create api for it. Separately create frontend app like vue or angular using parcel. After creating the app using parcel just run the npm run build command a js and css file is generated in your dist folder. Copy that file and import them on django template and simple run the django server you are ready.
