ftp port 21 and 20 not showing

I can't get ftp working on one of my servers. It's Ubuntu 14.04 that is the trouble. The same iptable instructions works on my Ubuntu 16.04 server.



Even when I set INPUT, OUTPUT, and FORWARD to ACCEPT at the top I can't see port 20 or 21. Port 22 is fine. vsftpd is running.



Here is my current iptables rules where I've changed everything to accept.



*filter


Allow all outgoing, but drop incoming and forwarding packets by default



:INPUT ACCEPT
:FORWARD ACCEPT
:OUTPUT ACCEPT



Custom per-protocol chains



:UDP - [0:0]
:TCP - [0:0]
:ICMP - [0:0]



Default policy



-P INPUT ACCEPT

-A INPUT -m set --match-set ScottHillBlocks src -j DROP
-A INPUT -m set --match-set ScottHillAddr src -j DROP



Acceptable TCP traffic

-A OUTPUT -p tcp --sport 22 -m conntrack --ctstate ESTABLISHED -j ACCEPT



FTP ports 20 and 21 active
