Woocommerce refund tax line items meta issue

I am trying to add some functionality to refund orders programmatically. I have found some code online in several places that say to use this for the tax refund portion.



$tax_data = $item_meta['_line_tax_data'];
$refund_tax = 0;
if( is_array( $tax_data[0] ) ) {
$refund_tax = array_map( 'wc_format_decimal', $tax_data[0] );
}


Then you add it to the line items:



$line_items[$itemID] = array( 'qty' => '1', 'refund_total' => $price, 'refund_tax' =>  $refund_tax );


I have everything working correctly except this tax refund. The $refund_tax value is never created mainly because $tax_data[0] is not an array. $tax_data is an array and when I do this I get a series of numbers:



2512856.492812849.99


These numbers are identical to all the numbers for the item meta '_line_tax_data' which look like this in the database:



a:2:{s:5:"total";a:1:{i:28;s:5:"6.492";}s:8:"subtotal";a:1:{i:28;s:4:"9.99";}}


Is the large number safe to use in my $line_items variable when issuing a refund? Am I missing something important here? I just want to make sure I am safely refunding something valid.
