How to toggle mouse events from waking keyboard backlight?

I'd like to be able to prevent or disable mouse events from my touchpad on a dell XPS laptop from waking or resetting the keyboard backlight timeout timer.



When I'm just quietly reading and scrolling with my mouse/touchpad, I don't want my keyboard backlight from blinding me and my dimed screen, but when I go to type or peck a key, only then would I'd then like the keyboard backlight to wake up and reset the timeout.



And no, I don't want to have to fumble around for the backlight Fn key in the dark each time I switch from reading/scrolling/clicking to typing; it should distinguish the mouse from keyboard activity as a call to wake up. I'd preferably like to toggle mouse-events from resetting/non-resetting the keyboard backlight timeout behavior, but that's a lower priority.
